Common sense is required here, holding hands is fine but heavy petting and anything beyond is most definitely not. Recently rules on dress have been relaxed and women can comfortably walk around in bikinis without being reprimanded. If travelling to Dubai, there is no need to read the Quaran, just sue common sense and respect the locals beliefs and values.
